Terms of Use
1. General
1.1. These Terms of Use govern your Use of For.sg and For.sg Materials. Please read these Terms of Use carefully. In these Terms of Use, words and phrases have the meanings given to them in Clause 1.7.
1.2. This Service is provided to you by the Government Technology Agency (“GovTech”). GovTech’s office is located at 10 Pasir Panjang Road, #10-01, Mapletree Business City, Singapore 117438.
1.3. By Using For.sg or For.sg Materials, you unconditionally agree and accept to be legally bound by these Terms of Use and any amendments thereto from time to time. GovTech reserves the right to change these Terms of Use at its sole discretion and at any time. You should read the Terms of Use carefully each time you Use any part of this Service as such Use will constitute your agreement to the Terms of Use and any amendments to it. Any non-compliance with these Terms of Use may result in civil or criminal liability. If you do not agree to these Terms of Use, please do not Use For.sg or For.sg Materials.
1.4. If you do not agree to these Terms of Use, please do not Use For.sg or For.sg Materials.
1.5 Before you Use For.sg or For.sg Materials, please check that you are using —
1.5.1 For.sg and For.sg Materials that are from a legitimate source (i.e. For.sg Website); and
1.5.2 For.sg and For.sg Materials that are operated and/or published by GovTech.
If you Use For.sg or For.sg Materials that are not from a legitimate source or not operated or published by GovTech, GovTech will not be responsible for anything that results from such use.
1.6 These Terms of Use only govern the relationship between GovTech and you. The dealings between you and any other third party are not governed by these Terms of Use. The extent to which For.sg is Used by you may be subject to Third Party Terms as described in Clause 4.
1.7 In these Terms of Use, unless the context otherwise suggest, when the following words and phrases are used, they will have the following meanings:
“Compatible Device” means a Device which meets or exceeds the requirements prescribed by GovTech from time to time.
“Content” means any and all data, information, images, text, messages, notifications, digital content and/or media that may be uploaded, created, produced, generated, stored and/or transmitted through the Use of For.sg or For.sg Materials.
“Device” means a computer, laptop, mobile phone, smartphone, tablet, phablet, kiosk or other device from which For.sg can be Used.
“For.sg Account” refers to the account which you have for the purposes of Using For.sg.
“Generated Content” is defined in Clause 8.1.
“Government Technology Agency” or “GovTech” means the Government Technology Agency, a body corporate established under the Government Technology Agency Act 2016.
“Guidelines” means any and all additional terms, instructions, guidelines, directions and/or policies with respect to any operational or technical details or FAQs regarding For.sg and/or For.sg Materials, as may be issued or amended by GovTech from time to time.
“Intellectual Property Rights” means any and all rights existing from time to time, whether existing now or in the future, under any trademark law, copyright law, patent law, trade secret law and any and all other proprietary rights, and any and all applications, renewals, extensions and restorations thereof, now or hereafter in force and effect worldwide, or capable of protection in any relevant country in the world.
“PDPA” means the Personal Data Protection Act 2012.
“personal data” has the same meaning as set out in the PDPA.
“Privacy Policy” is defined in Clause 11.1.
“Re-Directed Materials” is defined in Clause 10.1.
“SIAC” is defined in Clause 16.3.
“SIAC Rules” is defined in Clause 16.3.
“For.sg” means the services and products as set out in the Schedule, and which is available through such Devices, websites, channels or platform, as may be designated by GovTech from time to time.
“For.sg Materials” means any and all products (including the For.sg Website), services, features, generated links, works of authorship, documents, software, application programming interface (API), content, know-how, inventions, processes, designs and any other subject matter or materials, in whatever form or medium (including digital equivalents of all the aforementioned subject matter) supplied or made available to you in connection with For.sg.
"For.sg Website" refers to "for.sg" specified by GovTech from time to time.
“Service” refers to For.sg and For.sg Materials.
"Terms of Use" is defined in Clause 1.1.
"Third Party" is defined in Clause 4.1.
"Third Party Terms" is defined in Clause 4.1.
"Updates" is defined in Clause 13.1.
"Use", "Uses", "Using" or "Used" in relation to For.sg or For.sg Materials includes downloading, installing, accessing, operating or using For.sg or For.sg Materials.
1.8 Unless the contrary intention appears —
1.8.1 headings are inserted for convenience only and do not affect the interpretation of these Terms of Use;
1.8.2 words importing the singular include the plural and vice versa;
1.8.3 references to persons are to be construed as references to an individual or a body corporate as the context requires;
1.8.4 the words, “include” “includes” and “including” are to be read as if they are followed by the phrase “without limitation”;
1.8.5 any reference to “For.sg” includes a reference to “part of For.sg”, including individual services or products, and any reference to “For.sg Materials” includes a reference to “part of For.sg Materials”; and
1.8.6 any reference to any Act of Parliament includes any amendment, replacement or re-enactment to that Act and includes any subsidiary legislation made under that Act.
2. License Terms and Restrictions
2.1. You agree to comply with any and all guidelines, notices, operating rules and policies and instructions pertaining to the Use of For.sg and For.sg Materials (including Guidelines), any amendments to the aforementioned issued by GovTech from time to time, as well as any applicable laws and regulations. Third Party Terms as described in Clause 4 may also apply.
2.2. Subject to these Terms of Use, GovTech grants to you a non-exclusive, non-transferable, limited, revocable and non-sub-licensable right to Use the Service for personal or internal purposes only, and only for such Use permitted by the functions of the Service. All express or implied rights to the Service not specifically granted herein are expressly reserved to GovTech.
2.3 You shall not do any of the following to For.sg or For.sg Materials:
2.3.1 copy, sell, distribute, transmit, publicly display, rent, lease, export, sub-license, publish or otherwise reproduce For.sg or For.sg Materials in any form or by any means;
2.3.2 adapt, modify, decompile, disassemble or reverse-engineer, interfere with or intercept For.sg or For.sg Materials;
2.3.3 prepare or develop derivative works based on any of For.sg or For.sg Materials;
2.3.4 remove, circumvent, impair, bypass, disable or otherwise interfere with For.sg or For.sg Materials;
2.3.5 misrepresent or make false or misleading claims regarding For.sg or For.sg Materials;
2.3.6 use any device, software, exploits, or routine, including, but not limited to, any viruses, Trojan horses, worms, time bombs, robots, data-mining or data scraping tools or cancel bots intended to damage or interfere with the proper operation of For.sg and For.sg Materials; and
2.3.7 transmit or upload viruses, worms, defects, Trojan horses, malware or any other items that may introduce security vulnerabilities to or harm For.sg or For.sg Materials.
2.4 You shall not Use For.sg or For.sg Materials in a manner that would:
2.4.1 damage, disrupt, disable, overburden, or impair the operation of For.sg and For.sg Materials; and
2.4.2 contravene any applicable laws and regulations, or in breach of these Terms of Use.
3. Reservation of Rights
3.1 GovTech reserves the right to change, modify or supplement these Terms of Use at our discretion and at any time, by posting the changed, modified or supplemented Terms of Use on or through the For.sg Website or through such other means as GovTech may deem appropriate. Your continued Use of For.sg or For.sg Materials following the posting of any change, modification or supplement will constitute your acceptance of such change, modification or supplement. If you do not agree to any change, modification or supplement to these Terms of Use, please do not Use For.sg or For.sg Materials.
3.2 GovTech reserves the right to — 3.2.1 update, enhance, upgrade, reduce, or otherwise modify or vary For.sg and For.sg Materials, at any time, for any reason, with or without notice to you. These Terms of Use will apply to all such updates, enhancements, upgrades, reductions, modifications or variations to For.sg and For.sg Materials;
3.2.2 suspend Use of For.sg or For.sg Materials, during times of maintenance (whether scheduled or unscheduled), without notice or liability to you whatsoever;
3.3.3 deny or restrict Use of For.sg or For.sg Materials to you without ascribing any reasons and without liability to you whatsoever; and
3.3.4 discontinue or terminate For.sg or For.sg Materials, at any time without notice or liability to you whatsoever, whereupon all rights granted to you under these Terms of Use will also terminate immediately.
3.3 GovTech retains the discretion in determining whether or not to provide maintenance and support services for For.sg or For.sg Materials, and if so, the type and nature of such maintenance and support services.
4. Third Party Materials
4.1. The Service may require, enable or facilitate access to or use of website, software or services of a third party (“Third Party”). In such an event, there may be additional terms of use governing the access or use of such third party website, software or service (the “Third Party Terms”).
4.2. It is your responsibility to check, read and accept the most up-to-date versions of these Third Party Terms and you are deemed to have notice of the same. If you do not accept these additional terms, your Use of For.sg and For.sg Materials may be affected.
4.3 You will not hold GovTech liable for any damage or loss of any kind caused as a result (direct or indirect) of the use of such Third Party website, software or service, including any damage or loss suffered as a result of reliance on the contents contained in or available from such Third Party website, software or service.
4.4 For the avoidance of doubt, nothing in For.sg or For.sg Materials will be considered an endorsement, representation or warranty of or by GovTech with respect to any Third Party or any Third Party’s content, products, services or otherwise, even where the Third Party website, software or service may require the Use of For.sg. GovTech make no representation or guarantee regarding the availability or content (including its truthfulness, accuracy, completeness, timeliness or reliability) of such Third Party content, product, service or otherwise and any use or reliance on the same by you is solely at your own risk.
5. Your Consent to Access Functions of Your Device
5.1 Use of For.sg or For.sg Materials via your Device may require you to —
5.1.1 have an adequate Internet connection;
5.1.2 have a Compatible Device; and
5.1.3 allow access by For.sg or For.sg Materials to certain functions of your Device where such functions are available. Please also see Clause 11 (Privacy Policy). Your Use of For.sg or For.sg Materials will constitute your consent to the access by For.sg or For.sg Materials of such functions of your Device as may be reasonably required by For.sg or For.sg Materials.
5.2 Use of the Service may require you to allow access by the Service to certain functions of your device, such as push notifications, the obtaining and/or sharing of your location, or the collection of data from you in connection with the Service. Please also see Clause 11 (Privacy Policy). Your use of the Service shall constitute your consent to the access by the Service of such functions of your device as may be reasonably required by the Service.
6. Access to For.sg
6.1 Certain features and functionalities of For.sg and For.sg Materials are only accessible with a For.sg Account.
6.2 You agree that you will be liable and responsible for any activity conducted through, or purported to be conducted through, your For.sg Account.
6.3 You agree that you will not hold GovTech responsible or liable, in any way whatsoever, for losses, costs, expenses or damages suffered or incurred by you or any third party if there is any unauthorised use of your For.sg Account.
6.4 You will exercise reasonable care to prevent the loss, disclosure or unauthorised use of your For.sg Account. GovTech will not be responsible or liable for any loss caused to or damage suffered by you if any person should obtain possession of your For.sg Account and obtain information about you or your For.sg Account or carry out any activities through your For.sg Account.
7. Intellectual Property
7.1 You acknowledge that GovTech, or a relevant Third Party, own all titles, rights and interest, including Intellectual Property Rights, in and to For.sg and For.sg Materials, including any software therein, and any Content made available or accessible via For.sg. You will not do or permit any act which is directly or indirectly likely to limit our rights, title or interest, or that of a relevant Third Party (as the case may be), in and to the same. Unless otherwise expressly permitted by law, you agree not to modify, adapt, translate, prepare derivative works from, or decompile, reverse engineer, disassemble or otherwise attempt to derive source code from, For.sg or For.sg Materials. Without limiting the foregoing, you will not use in any way and will not reproduce any trademark, logo, trade name and similar mark that are associated with For.sg, without our prior written consent, or that of the relevant Third Party (as the case may be).
7.2 You also agree to not remove, obscure, or alter our or any relevant Third Party’s copyright notice, trademark, or other proprietary right notice contained within, applied to or made available or accessible in conjunction with or through For.sg.
7.3 GovTech do not represent or warrant that the Use of For.sg or For.sg Materials by you will not constitute an infringement or misuse of any third party right, including Intellectual Property Rights.
7.4 No part of For.sg or For.sg Materials may be reproduced or reused without our prior written permission.
8. Generated Content
8.1 You may be required to create, generate, share, submit or transmit certain Content in the course of your Use of For.sg or For.sg Materials (“Generated Content”). Examples of such Content include hyperlinks provided by you when Using For.sg or For.sg Materials. You grant GovTech and any relevant Third Party a non-exclusive, worldwide and royalty free licence and right to handle and deal with the Generated Content for the purposes of providing you with For.sg, and any purposes directly incidental or related to the same.
9. Disclaimers and Indemnity
9.1. The Service is provided on an “as is” and “as available” basis without warranties of any kind. To the fullest extent permitted by law, GovTech does not make any representations or warranties of any kind whatsoever in relation to the Service and hereby disclaims all express, implied and/or statutory warranties of any kind to you or any third party, whether arising from usage or custom or trade or by operation of law or otherwise, including but not limited to any representations or warranties:
9.1.1. as to the accuracy, completeness, correctness, currency, timeliness, reliability, availability, interoperability, security, non-infringement, title, merchantability, quality or fitness for any particular purpose of the Service; and/or
9.1.2. that the Service or any functions associated therewith will be uninterrupted or error-free, or that defects will be corrected or that this Service, website and the server are and will be free of all viruses and/or other malicious, destructive or corrupting code, programme or macro.
9.2. GovTech shall also not be liable to you or any third party for any damage or loss of any kind whatsoever and howsoever caused, including but not limited to any direct or indirect, special or consequential damages, loss of income, revenue or profits, lost or damaged data, or damage to your computer, software or any other property, whether arising directly or indirectly from –
9.2.1. your Use of this Service, or any part thereof;
9.2.2. any loss or unavailability of Use of this Service or any part of this Service, howsoever caused;
9.2.3. any inaccuracy or incompleteness in, or errors or omissions in the transmission of, the Service or any Content made available or accessible via For.sg or For.sg Materials;
9.2.4. any delay or interruption in the transmission of the Service or any Content made available or accessible via For.sg or For.sg Materials, whether caused by delay or interruption in transmission over the internet or otherwise;
9.2.5. any decision made or action taken by you or any third party in reliance upon the Service, or any statement, opinion, representation, information or any Content made available or accessible via For.sg, or For.sg Materials, regardless of whether GovTech has been advised of the possibility of such damage or loss; or
9.2.6 any breakdown or malfunction of any equipment system or software (including any Registered Mobile Device) used in connection with For.sg or For.sg Materials, whether belonging to GovTech or not, including any electronic terminal, server or system, or telecommunication or other communications network or system;
9.2.7 any Use, mis-Use, purported Use or mis-Use or unauthorised Use of For.sg or For.sg Materials;
9.2.8. your computer or hardware or any other device not working or functioning properly;
9.2.9 any virus or other malicious, destructive or corrupting code, programme or macro in For.sg or For.sg Materials.
9.3. Without prejudice and in addition to the foregoing, insofar as the Service facilitates or requires the provision, use or functioning of, or is provided in conjunction with, other products, software, materials and/or services not provided by GovTech, GovTech makes no representation or warranty in relation to such products, software, materials and/or services (including without limitation any representation or warranties as to timeliness, reliability, availability, interoperability, quality, fitness for purpose, non-infringement, suitability or accuracy).
9.4. You shall not rely on any part of the Service to claim or assert any form of legitimate expectation against GovTech, whether or not arising out of or in connection with GovTech’s roles and functions as a public authority.
9.5. You agree to defend and indemnify and keep GovTech and its officers, employees, agents and contractors harmless against all liabilities, losses, damages, costs or expenses (including legal costs on an indemnity basis) howsoever arising out of or in connection with your Use of the Service (including third party software or services) or your non-compliance with the Terms of Use, Third Party Terms or Incorporated Terms, whether or not you had been advised or informed of the nature or extent of such liabilities, losses, damages, costs or expenses.
9.6 You acknowledge that your Use of For.sg or For.sg Materials contains the possibility of human and machine errors, inaccuracies, omissions, delays, unavailability and losses, including the inadvertent loss of data or Generated Content which may give rise to loss or damage suffered by you, and you agree that you will not hold GovTech liable in any way whatsoever for the said loss or damage. You agree that you Use For.sg, For.sg Materials or any Third Party website, software or service made available in conjunction with or through For.sg or For.sg Materials at your own discretion and risk and that you will be responsible for any loss or damage suffered by you and to your Device, or loss, damage to or corruption of data that results from the Use of For.sg, For.sg Materials or Third Party website, software or service.
10. Hyperlinks
10.1. Insofar as the Service provides a hyperlink to websites, services, products, or other material not maintained or controlled by GovTech (collectively, the “Re-Directed Materials”), GovTech shall not be responsible for the availability or content of the Re-Directed Materials and shall not be liable for any damages or loss arising from access to or use of the Re-Directed Materials. Use of the hyperlinks and access to such Re-Directed Materials are entirely at your own risk. The hyperlinks are provided merely as a convenience to you and do not imply endorsement by, association or affiliation with GovTech of the contents of or provider of the Re-Directed Materials. Where any Third Party Terms apply to Re-Directed Materials, you are expected to read and comply with such Third Party Terms and Clause 4 will apply.
10.2. Caching and hyperlinking to, and the framing of, any part of the Service is prohibited save where you have obtained GovTech’s prior written consent. Such consent may be subject to any conditions as may be determined by GovTech in its sole discretion. If you hyperlink to or frame any part of the Service, that shall constitute your acceptance of these Terms of Use and all amendments thereto. If you do not accept these Terms of Use as may be amended from time to time, you must immediately discontinue linking to or framing of any part of the Service.
10.3. GovTech reserves all rights:
10.3.1. to disable any links to, or frames of, any materials which are unauthorised (including without limitation materials which imply endorsement by or association or affiliation with GovTech, materials containing inappropriate, profane, defamatory, infringing, obscene, indecent or unlawful topics, names, or information that violates any written law, any applicable intellectual property, proprietary, privacy or publicity rights); and
10.3.2. to disclaim responsibility and/or liability for materials that link to or frame any part of the Service.
11. Privacy Policy
11.1 During your Use of For.sg and For.sg Materials, GovTech may be required to collect, store, use, disclose or process personal data belonging to you, or that may relate to a third party individual and that is provided by you. In this regard, GovTech will collect, use, store, disclose or process such personal data in accordance with our privacy policy which can be found on or through the For.sg Website (the “Privacy Policy”).
11.2 Please refer to our Privacy Policy for more details. By Using For.sg or For.sg Materials, you acknowledge that you have read and understood our Privacy Policy, and that you agree to the terms of the Privacy Policy as may be amended from time to time. The Privacy Policy forms part of these Terms of Use.
11.3 For the avoidance of doubt, the personal data belonging to you, or that may relate to a third party individual and is provided by you, may be collected, used, disclosed and/or processed for the purposes set out in the Privacy Policy, including any purpose that may be notified by GovTech to you from time to time.
12. Fees
12.1 There are currently no fees for Using For.sg or For.sg Materials. GovTech reserves the right to introduce new fees from time to time. GovTech is not responsible for any fee charged by any other Internet site, application, software, service, product or otherwise that is not provided by GovTech.
13. Updates
13.1 From time to time, GovTech may issue, release or provide updates/upgrades to, or new versions of, For.sg or For.sg Materials (“Updates”). Such Updates may take place and be implemented automatically, or may require action on your part. Please note that For.sg and For.sg Materials may not operate properly or at all if the Updates are not installed or implemented by you. For the avoidance of doubt, GovTech does not guarantee that such Updates will be made available on, or that such Updates will continue to be compatible with your existing Device or its operating system.
14. Rights of Third Parties
14.1 A person who is not a party to these Terms of Use shall have no right under the Contracts (Rights of Third Parties) Act or otherwise to enforce any of its terms.
14.2 These Terms of Use may be varied without seeking the consent of any third party.
15. Assignment
15.1. You may not assign or sub-contract these Terms of Use without the prior written consent of GovTech.
15.2. GovTech may assign, novate, transfer, or sub-contract the rights and liabilities in respect of the Service and these Terms of Use, without notifying you and without further reference to you. Your acceptance of these Terms of Use shall also constitute your consent to such assignment, novation, transfer or sub-contract.
16. Governing Law and Dispute Resolution
16.1. These Terms of Use shall be governed and construed in accordance with laws of Singapore.
16.2. Subject to clause 16.3, any dispute arising out of or in connection with these Terms of Use, including any question regarding its existence, validity or termination, shall be referred to and finally resolved in the Courts of the Republic of Singapore and the parties hereby submit to the exclusive jurisdiction of the Courts of the Republic of Singapore.
16.3. GovTech may, at its sole discretion, refer any dispute referred to in clause 16.2 above to arbitration administered by the Singapore International Arbitration Centre (“SIAC”) in Singapore in accordance with the Arbitration Rules of the SIAC (“SIAC Rules”) for the time being in force, which rules are deemed to be incorporated by reference in this clause. Further:
16.3.1. The seat of the arbitration shall be Singapore;
16.3.2. The tribunal shall consist of one (1) arbitrator to be agreed upon in accordance with the SIAC Rules, except that if no agreement is reached within thirty (30) calendar days after receipt by one party of such a proposal from the other, the arbitrator will be appointed by the Chairman of the SIAC;
16.3.3. The language of the arbitration shall be English; and
16.3.4. All information, pleadings, documents, evidence and all matters relating to the arbitration shall be confidential.
16.4 Where GovTech is the defendant or respondent, it shall be given at least 30 days before the commencement of any legal action against it to elect to exercise the right herein to have the dispute submitted to arbitration. This right to elect shall not prejudice GovTech’s right to a limitation defence and the period to exercise the right shall not be abridged by reason of any accrual of a limitation defence in favour of GovTech during the said period.
17. Miscellaneous
17.1 Any termination of your For.sg Account, your Use of For.sg or For.sg Materials under these Terms of Use (howsoever occasioned) will not affect the coming into force or the continuance in force of any provision of these Terms of Use which is expressly or by implication intended to come into or continue in force on or after such termination.
17.2 If any provision of these Terms of Use is held by a court or tribunal of competent jurisdiction to be invalid or unenforceable, then these Terms of Use, including all remaining provisions, will remain in full force and effect as if such invalid or unenforceable provision had never been included.
17.3 No delay in enforcing any provision of these Terms of Use will be construed to be a waiver of any rights under that provision.
17.4 Any notice that GovTech intends to give to you may be posted on the For.sg Website or sent to you to any contact information you may have provided GovTech with through your For.sg Account or otherwise. You are deemed to have received notice of the same upon GovTech posting or sending such notice to you.

This Service facilitates the shortening of URLs, so that any public officer may create short links using an official government domain. By sharing these links, any officer is able to redirect other websites and URL endpoints.
Notwithstanding anything in the Terms of Use, the Service is intended for use by a Singapore public sector agency only.
